La Bandera Roundabout Underpass

ABOUT THE PROJECT
The underpass at La Bandera Roundabout, whose construction began in January 2021 and was completed in April 2022, involved an 800-meter intervention with four traffic lanes (two in each direction), a 320-meter overpass in front of the University of Costa Rica’s Faculty of Law, and included bus bays, sidewalks, as well as the construction of a higher-capacity culvert for Los Negritos Creek.
The project is part of a broader initiative aimed at developing three underpasses along Ring Road Route 39, beneath the Garantías Sociales and La Bandera roundabouts, and the Guadalupe intersection (where a roundabout was built above the underpass).
Route 39, also known as the Ring Road Highway, is one of the main traffic arteries of Costa Rica’s capital city. The underpasses will improve traffic flow throughout the area, where more than 70,000 vehicles circulate daily.
UNOPS’ ROLE
Project management under a full implementation modality.
UNOPS acted as the implementing agency responsible for the procurement and auditing of construction works, as well as project supervision. The physical measurement auditing process allowed oversight of both the contractor’s and the supervisor’s work. UNOPS also carried out the project’s social management component and strengthened the capacities of the CONAVI-CABEI Executing Unit, particularly in construction oversight.
